While you can start the Aoife O'Reilly series with any book, I would recommend starting with All That Compels the Heart, followed by Where I'm Home. From there, it doesn't really matter which one you read first, Tales from Ballyclara or Grainne, but since Tales from Ballyclara is a collection of short stories that take place fairly close to the beginning of All That Compels the Heart, I'd recommend reading it next. While Grainne is a prequel to the series, it's really more of a standalone, so it can be read at any time during the series.
